“To introduce unbelievers to Jesus Christ in a wise and caring way, to bring falling Christians back into the fellowship and service of the Lord. To add to the Discipleship of the Lord, teaching them sound biblical doctrine, establishing and sending strong, righteous positive role-models into the world.”

Senior Pastor & Administrator
Pastor Tyrone and Kathleen Shepeard lead People's Baptist Church Full Gospel Ministries with vision, compassion, and an uncompromising commitment to God's Word. Their leadership embodies servanthood, biblical authority, and a deep love for God's people.
Salvation & Calling
Called by God at a young age, Pastor Tyrone Shepeard accepted Jesus Christ as Lord and Savior and felt the distinct call to ministry. His faith journey began with a deep hunger for God's Word.
Ministry Leadership
Over decades of faithful service, Pastor Shepeard has served in various ministerial capacities, growing in biblical knowledge and pastoral wisdom under the guidance of the Holy Spirit.
Church Service History
People's Baptist Church, Full Gospel Ministries was established under the leadership of Bishop Roger J. Woodard, Sr., who has led the congregation with vision, compassion, and unwavering commitment to the Gospel.
Family & Legacy
Kathleen Shepeard serves as Administrator and co-laborer in ministry. Together, they model Christian marriage, family values, and servant leadership for the entire congregation.
Community Outreach
Pastor Shepeard has championed outreach initiatives including food distribution, clothing drives, prison ministry, and visiting the sick and shut-in throughout the greater New Castle area.
Ministry Education
Committed to sound biblical doctrine, Pastor Shepeard continues to grow in ministry education, ensuring that the teaching at PBCFGM is rooted in Scripture and relevant to modern believers.

Our church will minister to the whole person their natural needs as well as their spiritual needs. We will create to the best of our ability a resource listing for jobs, food, clothing, shelter and any other need to help our brothers and sisters.
